How it works

How a competitive bond sale works

A competitive sale lets underwriters bid against each other for an issuer’s bonds under published terms.

01

Notice of sale

The issuer publishes a notice of sale and a preliminary official statement describing the bonds, the terms of the sale and how bids are submitted.

02

Due diligence

Underwriters review the offering documents and the issuer’s credit, and may ask questions before the sale.

03

Bids

At the stated date and time, underwriters submit bids for the bonds in the manner described in the notice of sale.

04

Award

The municipal advisor verifies the bids. The governing body typically awards the bonds to the bidder with the lowest true interest cost that meets the terms of the sale.

05

Closing

The final official statement is prepared, the bonds are delivered and the issuer receives the proceeds.

FAQ

Underwriters and other bidders that meet the requirements stated in the notice of sale for that issue.

Bids are compared on the basis stated in the notice of sale, usually true interest cost. The municipal advisor verifies the bids, and the governing body makes the award.
